Multifunctional International business park Shushary with shopping and entertainment centre near the Saint Petersburg Ring Road

The St. Petersburg City Government supports the construction of the first international multipurpose business park in St Petersburg – in Shushary, on the ring road near Pulkovo Airport. The holding of major international exhibitions at this location will doubtless have a positive impact on the economic, political and cultural life of St. Petersburg, not to mention the country as a whole. Modern exhibitions will enhance the international prestige of both city and country, will show the world community a new St. Petersburg within a new Russia, and will contribute to the comprehensive strengthening of economic, scientific-technical and cultural ties with other cities and nations.

The development concept of Shushary Business Park focused on creating a unique facility of global standards. The viability and cost-effectiveness of an exhibition-office complex and major exhibition facility on Tsarskoe Selo territory was convincingly demonstrated at the first all-Russia exhibition in Tsarskoe Selo in 1910. The Shushary Business Park will meet all requirements for major international exhibitions, and the revived status of Pulkovo airport, to be reconstructed between 2010-2013 by the German company Fraport AG, will create attractive conditions for investors in the Shushary project.

Prospective visitors to exhibitions held at the business park Shushary may indeed number in the millions, including heads of State and Government of member countries, prominent politicians, businessmen, scientists, cultural figures and artists, all of whom have arrived through the modernized Pulkovo airport. I. GENERAL DESCRIPTION

1.1. LocationMultifunctional International Business Park Shushary with a shopping and entertainment centre is intended to be built on the outer side of the ring road in Shushary that now is de facto a part of St. Petersburg. Shushary is a business area, where business activity of the city is beginning to focus now, and in the near future it will become one of the largest industrial zones in Pushkin district and the St. Petersburg region as a whole. On the basis of a targeted approach, a logistical terminal transport complex Shushary is formed in the area, a zone developed based on the most up-to-date technologies, which due to its location already offers advantages of modern transport communications.

The most convenient location (at the intersection between intercity Moscow Highway and the ring road) is a distinctive feature of the new business park. The proximity to "Moskovskaya", "Zvezdnaya" and "Kupchino" metro stations, as well as "Pulkovo I" and "Pulkovo II" airports, is also a huge advantage of the project. Representative offices of many foreign companies are operating under the "airport-negotiations-airport" scheme, so it is convenient for them not to locate inside St. Petersburg with its numerous traffic jams and increase their costs by renting overpriced offices in the city centre. And proximity to the "Toyota", "Magna International" and "General Motors" (GM) branches makes the business park very attractive for companies that are partners of the automotive industry leaders. It takes no more than 20-25 minutes to get from the the area to the city centre, 7 minutes to "Moskovskaya" and "Zvezdnaya" metro stations, 5 minutes to "Kupchino metro station, 10-15 minutes to Tsarskoe Selo, 7 minutes to "Pulkovo I" airport, and 5 minutes to international "Pulkovo II" airport. In 2010, after opening of the new "Mezhdunarodnaya" metro station near "General Motors" plant transportation will be even less time-consuming.

1.2. General description of the centre, its components

On the territory with total area of 18.6 hectares three different centres of international service and infrastructural quality will be located: business, shopping-entertainment and residential, united by the general architectural concept, two of them facing the ring road.

On the side of the ring road, on a plot of 11.4 hectares, business centre with a hotel, a shop and an entertainment centre will be located, including a wholesale centre. The wholesale centre will effectively link the business centre and shopping and entertainment centre. Multistoried part of the shopping and entertainment centre is facing the intersection of the ring road and the central intra-street.

A multistoried residential complex (7.2 ha) is adjacent to the business centre and wholesale centre from the south. High-rise towers of the business centre will form architectural centrepiece of the business park. Total area of the centre is 297.3 ths.sq.m, including business centre 85.4, wholesale centre 10.3, trade and office centre -76.7, entertainment centre 10.8, parking 9.5, and residential complex 104.6 ths.sq.m.

In the project, special attention is given to the creation of public zones. A combination of different functions within one project will make it possible to provide the highest level of service to consumers. All the service functions of the complex, cafes and restaurants, shopping area, fitness centre and a hotel will be available to users thanks to an internal public area.

An important factor for development of the project is a large parking space, as the business park is located between two busy highways in Moscow and Kiev directions. To solve the problem of parking it is planned to build a spacious multi-level underground parking with a shopping area at the main entrance of the business park. Besides, spacious multilevel underground and surface parkings as well as open parkings are planned in the business park area.

International business park Shushary is the first project of this kind in Russia, and it will not only satisfy the highest demands of international corporations for class "A" offices, but exceed them. In Shushary business park comfortable conditions will be created for representative offices of leading international corporations, and the most advanced architectural ideas will be brought to life and will not lose their relevance and freshness in the next 10-15 years.

II. BUSINESS PARK

The project of international business park Shushary comprises of two class "A" office buildings in high-tech style with total area of 85.3 ths.sq.m. According to the plan, construction will be executed in two stages: first stage - exhibition and office centre with total area of 38.4 ths.sq.m with a helipad on the roof, and the second stage - business centre with a hotel with total area of 46.9 ths.sq.m.

2.1 Exhibition and office centre

The first centre is a 2-3-4-25-storey tower with a tinted glass facade in the western corner of the plot, facing the ring road. The building with total area of more than 38.4 ths.sq.m was conceived by planners as an exhibition and office centre with atrium space. The tower has 2-3-4-25 surface and two underground floors with car parking. It is planned that the first two floors will house a technical salon, a bank, a currency exchange and notaries, and 3-5th floors will be occupied by administrative offices. The 2nd floor will house a conference hall and a restaurant with European and Japanese cuisine for the tenants of the business centre, and the upper part of the building (from the 6th to 25th floors, with a magnificent view of St. Petersburg, Tsarskoe Selo and its surroundings) with total area of 17.5 ths.sq. m is designed for rented office spaces. The high-rise building is completed by a helipad and a two-level glass dome, the symbol of the project, with a panoramic restaurant, night club, and food-court. Transparent structures of the dome and the main facade of the building facing the ring road are designed using the planar glazing technology. In addition to the underground parking for 120 cars, a multi-level surface parking for tenants for 580 cars and a small parking for service buses are planned in the exhibition and office centre.

Besides, helicopter traffic in taxi mode will be organized in the business park Shushary for flights within St. Petersburg and the surrounding region. Now the city is planning to organize commercial helicopter transportation. Along the ring road around St. Petersburg a network of helipads will be built with the main heliport near Pulkovo intersections. It is assumed that heliports will be located at all major intersections. Plans for development of helicopter traffic in the city are an important part of the development strategy of transport and logistics system of St. Petersburg.

Project budget is 66.5 million US dollars.

2.2. Business centre and Hotel

The project of the second object, business centre with a hotel with total area of 46.9 ths.sq.m (2-3-4-25-storey class "A" building with underground levels, which will house a restaurant, cinema hall, gym hall and parking for about 300 cars) will also include a smaller shopping area, but will be mainly devoted to the office and hotel centres. They will be used to create necessary social infrastructure of the business park, including medical centre, pharmacy, service centre, post office, shops and dry cleaning service both for tenants of office buildings and for residents of the surrounding area.

With regards to the hotel, according to expert estimates, the city lacks more than 15 thousand hotel rooms, predominantly of middle class. Therefore, 3 * + class hotel with 300 rooms will partially fill the supply gap in this segment.

Next to the main atrium entrance to the business centre a ground parking for 200 cars will be organized.

Project budget is 80.5 million US dollars.

In 2010 the market will come to a mark of about 2 million sq.m. in class "A" and "B" business centres. The launch of the Shushary project, which can be compared to such major projects as the "Marine Facade", construction of Ohta-centre", Neva City hall, the development of areas of Izmailovskaya perspective and others will lead to a substantial replenishment of office real estate market with areas of superior quality. The global financial crisis will not affect the implementation of these projects in St. Petersburg. Moreover, despite the growing crisis, 3 new major projects were announced in the 1st quarter of 2009: business centre next to the Alexander Nevsky square, technology park on the site of the "Petrovsko-Spassky manufactury factory and "Sennaya-2 centre.

It should be noted that Shushary project has one fundamental advantage over all the listed projects: it's in the most favourable conditions because of its location on the ring road close to the two airports and its readiness for the beginning of actual construction. There are no delays in progress of the project and it is quite possible that it will be one of the first major office projects of international level in St. Petersburg, which will have no strong competitors at least in the nearest future.

Cost of construction of office areas of "A" class today is about 1.5-2 thousand dollars per square metres. Thus, investment in construction of 85.4 ths.sq.m of Shushary office area will reach 147.0 million US dollars. At the current level of rental rates, the project will be repaid in 7-8 years, which is decent for class "A" business centres in St. Petersburg.

III. SHOPPING AND ENTERTAINMENT CENTRE

A full-featured business centre cannot consist only of office buildings. In the eastern corner of the site Transit-Shushary, an atrium-type (commercial, office centre)shopping and entertainment centre is planned to be built. The total area will be 76.7 ths.sq. m for shopping and entertainment centre, and 10.3 for wholesale centre.

3.1. Shopping and Entertainment centre

Following the idea of Transit-Shushary shopping and entertainment centre with total area of 76.7 ths.sq.m, the complex is divided into three zones: shopping, office and entertainment. The centre will be as easy as possible for buyers: underground and surface multi-level parking for 500 cars, panoramic elevators and escalators. The first floor will house a food supermarket, and a car showroom, the second and third - large anchor companies, cellular shops, service area. In the entertainment part of "Transit-Shushary, on the fourth floor, it is planned to open VIP-cinema, fitness centre, bowling, food court, billiard room and an ice rink. On the fifth floor a European and Japanese cuisine restaurant is planned. Vertically the building is linked by atrium with cascading waterfalls, panoramic elevators, escalators and ramps. Most part of the building from the sixth to the seventeenth floor is reserved for the class "B +" business centre with a separate entrance, and elevator complex.

The 17-storey part of the Transit-Shushary in high-tech style is facing the intersection of the ring road and the central intra-street; the 15-17-storey parts are located along the central street. The windows of the main offices are overlooking the ring road. Near the shopping and office centre a separate two-storey entertainment centre is located, with an area of 10.8 ths.sq.m and a two-storey parking with an area of 9.5 ths.sq.m.

The project is budgeted at 81.1 million US dollars, separate two-storied entertainment centre at 11.5, and two-storey parking at 9.0 million US dollars.

3.2. Warehouse Wholesale centre

High-tech wholesale centre is a store of wholesale and retail format for families and for business that will connect the exhibition and office centre with the trade and office centre at the facade line. Class "C" offices in this centre will be an additional option to the offices of Class "A" in the business centre and class "B +" in the trade and office centre. The wholesale centre includes two-storey commercial and administration building in hi-tech style, equipped with all necessary life-supporting and telecommunication systems, as well as a class "A" warehouse and class "C" offices. The total area of the shopping centre is 10.3 ths.sq.m. The wholesale centre has parking for 200 cars.

Project budget is 10.7 million US dollars.

IV. MULTISTOR IED RESIDENTIAL COMPLEX

In the middle of the block of buildings a modern multistoried residential complex Shushary Park (7.2 ha) will be placed, that will provide comfortable accommodation with minimal noise and pollution from the ring road. The Shushary Park residential complex with total area of 104.6 ths.sq.m is intended to consist of 5-7-sectional buildings with variable amount of storeys; each building will have built-in premises on the ground floor.

Altogether it is planned to create three complexes with green zones between them: deluxe class brick apartment complex; business class brick-monolithic residential complex, cast-in-frame complex of enhanced comfort. The complexes are located from east to west - from shopping and entertainment centre to the business centre. The complex is designed in a modern hi-tech style. The project harmoniously combines all the main advantages of this architectural approach: stylistic minimalism, simple design, and restrained decor. Each complex will have convenient parking space.

4.1. Deluxe class brick apartment complex

15-17-storey brick complex of deluxe class with total area of 42.6 thousand sq.m with integrated premises and two-level parking is situated in the eastern part of the residential quarter. Apartments of extra comfort: total area - from 70 to 160sq. m and more, kitchens from 12 to 20 sq. m, ceilings over 3.2 metres high, central heating, fireplaces, satellite TV, terraces, winter gardens, underground garage. Number of apartments - 420-450 (number of apartments may change: an open plan allows you to buy an apartments in blocks and combine them). In built-in premises of 3.5-3.7 ths.sq.m it is planned to arrange a fitness centre with a swimming pool, shop, library, owners’ association, office rooms. 17-storey part of the house is facing high-rise towers of business centre; 15-storey part is facing shopping and entertainment centre.

Project budget is 51.6 million US dollars.

4.2. Business class brick-solid residential complex

Brick-solid complex with a total area of 35 ths.sq.m with built-in facilities and garage will link the brick and cast-in-frame complexes. Business class buildings in this complex will be an intermediate option between the buildings of deluxe class and monolithic-frame building for extra comfort. The basis of these buildings is monolithic reinforced concrete frame; outer walls are made of bricks with a layer of thermal insulation material. This technology allows a considerable variety of apartment layouts in the buildings under construction, and makes them much easier to redesign for the owners. Number of apartments is 350-370. In-built premises with total area of 3.4-3.5 ths.sq.m will house a shopping centre focused on residents of the nearby region. 17-storey part of the building is facing high-rise towers of business centre, while 15-storey part is facing the shopping and entertainment centre.

The project budget is 39.0 million US dollars.

4.3. Monolith-frame complex of extra comfort

The western part of the residential quarter (near the business centre) may become a convenient site for the construction of an experimental monolithic frame building of improved planning perfectly suitable for young families, also including underground parking, food store, fitness centre, beauty salon, internet cafe, pharmacy, and kindergarten. Living space in such buildings is always in demand. First of all, it is popular; besides, the relatively small studio apartments in a monolith-frame buildings will be cheaper than the same living space in a brick or brick-monolithic building. Studio apartments in St. Petersburg are at the peak of popularity at the moment, as they are almost the only solution of housing problem for students, young families, and nonresidents. These flats are bought in at a very early stage of construction. In addition, studio apartments are in high demand in St. Petersburg as an investment. Those who bought these apartments in St. Petersburg a year ago received their evidence: the price had almost doubled compared to last year. Total area of the complex is 27 ths.sq.m, including built-in facilities and parking 2.6-2.7. Total number of apartments is 270-290. 17-storey building is facing high-rise towers of business centre; 15-storey part is facing the shopping and entertainment centre.

Project budget is 26.0 million US dollars.

According to this concept in Shushary business park (18.6 hectares), the construction is given 11.4 hectares, where it is supposed to build 192.7 ths. sq.m of commercial real estate, including exhibition and office centre of 85.4, wholesale trade centre of 10.3, retail and office centre of 76.7, entertainment centre of 0.8, and parking of 9.5. On the remaining 7.2 hectares residential buildings will be located with total area of 104.6 ths. sq.m. The density of residential development ranges from 10.9 to 11.2 ths. sq.m. per 1 hectare. The complex includes 1050-1100 apartments, among them 420-450 in the brick building, 350-370 in the brick-monolithic building, and 270-290 in the monolithic-frame building. Estimated population of the quarter will be 3.3 ths. inhabitants, with an average population density of about 370 persons per 1 hectare.

The project cost of Multifunctional International business park Shushary with a shopping and entertainment centre will be 375.9 million US dollars, including business centre - 147.0m, wholesale centre 10.7m, shopping and office centre 81.1m, entertainment centre 11.5m, parking 9.0m, residential complex 116.6m.
